When someone says a pitcher drops his elbow, they could be describing either of these, and they're not the same thing at all:

The left column isn't a flaw to fix, it's just how he's built. The right column is a real timing problem worth addressing. Confusing the two is how a lot of well-meaning coaching goes wrong.
When a lower arm slot is perfectly fine
Let's take the pressure off first. There is no single "correct" arm slot. Pitchers succeed from straight over the top, three-quarter, and full sidearm, and a kid's natural slot is largely a product of his own body and how he's built. Forcing a young pitcher to throw from a higher slot than is natural for him can actually create problems, making him less comfortable, less consistent, and sometimes adding the very stress you were trying to avoid. This is one of those places where the rule is: compare him to himself, not to the kid on Instagram with the picture-perfect overhand delivery. If his lower slot is comfortable and repeatable, it's very likely just his slot, and not something to override.
When it's actually a problem: the late arm
Here's the version that does matter, and it's about timing, not angle. In a good delivery, as the front foot lands, the throwing arm is already up in the "loaded" position, ready to fire, moving in sync with the body's rotation. A late arm is when the arm is still on its way up, down and dragging, at that moment, so it has to rush to catch up to a body that's already rotating. Command wanders
A rushing, catching-up arm reaches its release point inconsistently, so the ball scatters. The strike zone gets slippery.
The arm takes on stress

Velocity leaks
Out of sync with the body's rotation, the arm can't use all the energy the legs and hips created. Speed gets left behind.
So the thing to watch isn't how high his arm gets, it's whether it's up and ready on time. That's a timing question, and it's fixable.
What causes a late arm
A late arm usually traces back to a couple of things, and they often travel with other timing flaws. Rushing down the mound is a big one, if the lower half sprints ahead, the arm never gets a chance to get up in time. A long or looping arm swing can also make the arm late to the loaded position. And it frequently shows up alongside a front side that opens early, since both are timing breakdowns. How to fix it (and how not to)
The fix for a late arm is better timing, not a forced higher slot. The aim is to get the arm up into its ready position in sync with the body, usually by smoothing out the arm swing and calming a rushed lower half so everything arrives together. What you generally don't want to do is simply order a kid to "get your elbow up" without knowing why it's low, because if his slot is natural and fine, forcing it higher can create new problems, and if the real issue is timing, "elbow up" doesn't address the actual cause anyway.
