No aiming
He's throwing to a big target (the cutoff man, home plate) with no fine-command pressure, so he throws freely instead of steering the ball.
So the field throw shows you what his arm can actually do when it's loose, moving, and unburdened. That's his real arm speed. The mound just isn't letting it out.
